  1. Preheat the oven to 350°F and grease a 9x13 inch baking dish. Heat the oil in a large pot over medium heat. Add the garlic and cook until fragrant, about 30 seconds. Add the ground beef and cook, breaking up into small crumbles with a wooden spoon as it cooks. Cook for about 8 minutes, until the beef is cooked through and begins to brown.
  2. Stir in the tomatoes, rice and broth. Bring to a simmer over medium-high heat. Gradually add the cabbage and cook, stirring occasionally until wilted, about 5-8 minutes.
  3. Transfer the cabbage mixture to the prepared baking dish and cover with aluminum foil. Bake until the rice is tender and the liquid has fully absorbed, about 40 minutes. Top with the parsley and serve.

Substitute: Substitute ground turkey or ground sausage for the ground beef!
