- Preheat the oven to 400°F and grease an 8x8 inch baking dish. Heat the oil in a large skillet over medium heat. Add the beef and cook, breaking up into small crumbles with a wooden spoon, until fully cooked and golden brown, about 5 minutes.
- Add the onion and cook, stirring occasionally until tender, about 3 minutes. Stir in the Worcestershire sauce and thyme and cook until the sauce evaporates, about 1 minute.
- Stir in the flour, and cook until no lumps remain, about 1 minute. Add the broth and bring to a simmer. Cook, stirring occasionally, until the sauce thickens, about 3-5 minutes. Stir in the vegetables and remove from the heat.
- Pour the beef mixture evenly into the prepared baking dish. Top with an even layer of mashed potatoes. Bake until light golden brown, and the sauce is bubbling, about 20-25 minutes. Garnish with the parsley and serve.
