  1. Preheat the oven to 400°F and grease an 8x8 inch baking dish. Heat the oil in a large skillet over medium heat. Add the beef and cook, breaking up into small crumbles with a wooden spoon, until fully cooked and golden brown, about 5 minutes.
  2. Add the onion and cook, stirring occasionally until tender, about 3 minutes. Stir in the Worcestershire sauce and thyme and cook until the sauce evaporates, about 1 minute.
  3. Stir in the flour, and cook until no lumps remain, about 1 minute. Add the broth and bring to a simmer. Cook, stirring occasionally, until the sauce thickens, about 3-5 minutes. Stir in the vegetables and remove from the heat.
  4. Pour the beef mixture evenly into the prepared baking dish. Top with an even layer of mashed potatoes. Bake until light golden brown, and the sauce is bubbling, about 20-25 minutes. Garnish with the parsley and serve.
