- In a large saucepan, boil the potatoes for approximately 25 minutes or until they're just cooked (not too soft).
- In a medium saucepan, melt the butter and add the pepper, salt, parsley, basil, garlic powder, onion powder, Parmesan (if desired), and cream. Heat until thoroughly warmed, stirring constantly (do not boil).
- Transfer the cooked potatoes to a serving dish and pour the butter/cream mixture over the potatoes. Toss until the potatoes are coated.
